The Government Finance Officers Association (GFOA) is a non-profit membership association of over 19,000 local and state government finance officials from across the US and Canada. GFOA would like to totally redesign its approach to ethics and how it helps promote ethical behavior in the profession. We want to take advantage of the most current research in what works for creating systems to encourage ethical behavior and seek a partner to help us design such a program. This includes surveys of our membership and evaluations of interventions designed to promote ethical behavior.

Preferably looking for a a Ph.D. or M.Phil level, university-affiliated, researcher who studies organizational behavior, or business ethics more specifically. The ideal candidate will be someone who deals with quantitative data sets in addition to qualitative research.
